The Pawnee City Community Foundation (PCCF) is offering a development subsidy to help buyers maintain affordable payments. The $50,000 subsidy offered will be in the form of a 0%, 0 payment loan for as long as you own and live in the home. Please inquire for additional details.
The Pawnee City Community Foundation (PCCF) was awarded $640,000 from the Nebraska
Department of Economic Development (NDED) to establish a new construction program within City Limits. This program will build three new single-family homes that will be available to purchase by income-qualified buyers who are at or below 120% of the area median income for Pawnee County (based on family size).

how do i know if i’m eligible?
There are certain eligibility requirements, including income and assets. All prospective buyers must be able to qualify for a first mortgage. You do not have to be a first-time home owner.
application process
Homebuyer applications will be received on a rolling basis until three applicants are verified and approved for the program. Be sure to thoroughly fill out your application form to help expedite the verification process.
To proceed once you've returned the completed application, please provide the following documents and information:
1. Pre-approval letter from your lender - Letter must include the following:
a. Maximum amount you will borrow
b. Mortgage payment per month including taxes and insurance
c. Interest rate
d. Mortgage term/amortization schedule
e. Bank information/lender contact information
Note: If you plan to utilize the affordability assistance up to $50,000, the loan amount of the home is $275,000. Otherwise, the purchase price is $325,000. Applicants must obtain a long-term mortgage with an amortization schedule of no less than 15 years. No short-term mortgages will be allowed.
2. Copies of the following most recent statements for anyone 18 years of age or older that will be living in the home:
2 months of pay stubs
2 months of bank statements for each account
Retirement statement for each account
Social Security statement (if applicable)
Federal Tax Return (all pages)
W-2's
